A bill to amend the Code of West Virginia relating to authorizing certain modes of communication as a means for acquiring language for children from birth to five years of age; making implementation subject to appropriation by the Legislature; requiring reporting of measures specific to language and literacy for children age three to five to advisory committee; requiring the West Virginia DHHR and the West Virginia Department of Education to jointly select language developmental milestones from existing standardized norms

Bill to amend the Code of West Virginia relating to enhancing academic achievement of students including those with learning disabilities; establishing the Third Grade Success Act, a multi-tiered system of support for early literacy and numeracy in kindergarten through grade three; pre-service and in-service teacher training; notice to parent or guardian; third grade retention policy with exceptions; interventions continuing in fourth grade for students below proficient.
