Notice of Funding Availability


The Department of Health and Human Resources, Bureau for Children and Families, is now soliciting applications for a new program model:  QUALIFIED RESIDENTIAL TREATMENT PROGRAMS.

The goal of the Qualified Residential Treatment Program is to broaden the continuum of services for youth ages 12-21 in the legal custody of DHHR. Initial Qualified Residential Treatment Program grants to agencies will facilitate any needed recruitment of staff and development of specific programming. Successful programs will target youth who require an intensive, non-family residential setting and who have traditionally been served in out-of-state facilities.

Agencies wishing to submit applications must submit a Letter of Intent to Apply by May 8, 2019. Failure to submit the Letter of Intent to Apply will remove the application from consideration (must be submitted online using the form below). Applications must be received by the Bureau by close of business on May 17, 2019. Applications received after that date will be removed from consideration.

The announcement provides a detailed description of the services the Department wishes to make available to qualified customers in the specified regions. Funding will be awarded for the period of October 1, 2019, to September 30, 2020.

The guidelines for submission of applications include detailed instructions on the process for submitting applications. The guidelines include the forms required for submission: Grant Application Cover Page, Submission Guide, Assurance Statement, Vendor Checklist, Line Item Budget and Instructions.
