Good morning, depending on when you are reading my final memo to you. I will be departing the Department of Health and the Center for Threat Preparedness later this month. I do not know who my replacement will be, but I hope and wish you afford that person the support and partnership you have shown me.
The core to responding to a state emergency is not any one individual or office; it is the relationship between all involved. CTP involvement is preparedness, response, and recovery, mainly preparedness.
The staff at the CTP office are only as successful as the personnel and offices they interact with. I would like to thank the following CTP and the following offices for the support to the citizens of West Virginia along with a one-phrase disclaimer.

These are the primary offices CTP deals with continually throughout a declared and undeclared emergency period. There are many more, but these are the ones that are involved in every situation. I wish to thank them all for their support and coordination when an emergency arises.
I leave you with one quote: “No matter what resources are available, emergencies and disasters will continue. Our citizens expect the proper response to those situations. Money and personnel are not always the answer. An excellent manager will use what they have available to succeed."
