The roles and responsibilities of local boards of health are defined in West Virginia Code Chapter 16, Article 2 and in the Standards for Local Boards of Health. Local Boards of health are required to submit an annual plan of operations which includes reporting requirements throughout the fiscal year. West Virginia Code and Rule

Chapter 16 (Public Health) of the West Virginia Code is the foundational policy for the Public Health System in West Virginia.  As stated in Chapter 16, Article 1 the purpose of this policy is to;

"promote the physical and mental health of all of its citizens and to prevent disease, injury, and disability whenever possible.  The state recognizes its responsibility to assist in the provision of essential public health services and establishes by this article a state public health system to work in conjunction with local boards of health to provide basic public health services that encourage healthy people in healthy communities."

Personnel
According to West Virginia Code 16-2-11 (2) eligible staff employed by the board shall be covered by the rules of the Division of Personnel. However, any local board of health may, in the alternative and with the consent and approval of the appointing authority, establish and adopt a merit system for its eligible employees. The majority of local boards contract with the Division of Personnel and are therefore governed by the Division of Personnel's policies and procedures. Audits

Programs and Services
Local boards of health are required to provide basic public health services, meaning those services that are necessary to protect the health of the public. The three areas of basic public health services are communicable and reportable disease prevention and control, community health promotion and environmental health protection.  W.Va. Code §16-2-2
