West Virginia Code Chapter 16, Article 2 defines the services that must be provided by local boards of health as basic public health services. "Basic public health services" means those services that are necessary to protect the health of the public and that a local board of health must provide (West Virginia Code § 16-2-2(a)). The three areas of basic public health services are found in Figure 1.

Local boards of health also provide other services that are driven by community needs identified in community health assessments. Figure 2 illustrates the public health service structure in West Virginia and the services provided by local health departments.
