Arvin Singh, EdD, MBA, MPH, MS, FACHE, has been appointed Secretary of Health for the West Virginia Morrisey Administration. Dr. Singh brings a wealth of experience and expertise, having served as Vice President of Strategy and Communications for University of Maryland Shore Regional Health (UM SRH) since 2020. In this role, he successfully led the Certificate of Need (CON) application and approval process for a groundbreaking $540 million regional medical center in Easton, Maryland. He also spearheaded the creation and implementation of UM SRH's first 340B program, expanding access to essential medications for underserved populations while optimizing financial and operational efficiencies. Additionally, he played a pivotal role in transforming how the University of Maryland Medical System develops and tracks its strategic framework across its network of member hospitals. Dr. Singh was also an active member of the UMMS Artificial Intelligence and UM SRH Strategic Planning Committees.
Beyond his contributions to UM SRH, Dr. Singh has also served as Chairman of the Talbot County Chamber of Commerce, where he worked to enhance the economic prosperity of the Mid-Shore business community in Maryland.
Before joining UM SRH, Dr. Singh was Chief Operating Officer (COO) for OHL, a provider network affiliate of the Louisiana State University Health System specializing in behavioral health care and addiction treatment. In this role, he oversaw operations for one of Louisiana’s largest addiction treatment centers, managing inpatient beds, residential treatment centers, federally qualified health centers, outpatient programs, sober living facilities, and detox services, which collectively served over 2,000 patients a month.
Earlier in his career, Dr. Singh worked with Johns Hopkins Medicine, where he led initiatives in Lean & Six Sigma and spearheaded population health projects that transformed patient transportation and care delivery. Additionally, his professional journey includes formative roles as an intern in the U.S. House of Representatives, the Executive Office of the President, and as a Pathways Program participant at the Centers for Medicare & Medicaid Services (CMS). These experiences offered him invaluable insights into the intersection of public policy, healthcare strategy, and governmental operations—an essential foundation for his current role. His firsthand understanding of federal and legislative processes uniquely positions him to lead West Virginia’s health initiatives with a comprehensive perspective.
Dr. Singh holds multiple advanced degrees, including a Master of Science in Health Care Leadership from Brown University, an MBA from Penn State, and a Master of Public Health from George Washington University. He also earned a Lean & Six Sigma Green Belt from Johns Hopkins Medicine, a Master's Certificate in Negotiation Mastery from Harvard University, and his fellowship from the American College of Healthcare Executives (FACHE). In 2022, he completed his Doctorate in Education from Nebraska Methodist College.
Dr. Singh’s wife, Dr. Sukhdeo Singh, is a Vascular Neurologist with the University of Maryland Medical System, specializing in advanced care for stroke and cerebrovascular conditions. Together, they are proud parents of two young boys, with another baby boy on the way.
