Summer EBT

​​​​​​​​​​​​On Wednesday, April 17, 2024, West Virginia Governor Jim Justice announced that West Virginia will be participating 
in the Summer Electronic Benefit Transfer (SEBT) program for 2024. Limited information is available at this time.

What is Summer EBT (SEBT)?

​Summer EBT is a new nutrition benefit valued at $120 per eligible student that spends like SNAP benefits and is targeted toward school-aged children. 

Who is eligible to receive Summer EBT?

The following students will automatically receive the Summer EBT benefit if they: 

  • receive WV WORKS, SNAP, or Medicaid
  • are in foster care
  • are homeless, migrants or runaways
  • attend WV Head Start​​

Students who meet income eligibility will also receive the Summer EBT benefit after completing the online application at ​beginning April 22, 2024.

Families that are unable to complete the application online can request a paper application in their county Department of Human Services office (DoHS/formerly DHHR Office) beginning April 22, 2024.

How will students receive Summer EBT?

Summer EBT will be issued on special Summer EBT Mountain State EBT cards.

  • Each eligible child will receive their own EBT card
    • The card will be mailed to the guardian on file with Department of Human Services (DoHS) for students who are automatically eligible
    • The card will be mailed to the guardian provided in online or paper application based on the address on file with the WV Department of Education

All of the Summer EBT cards will be new, will need to be activated and will need a PIN set.

In order to activate Summer EBT cards households will need the Summer EBT case number found on the DoHS eligibility letter sent separately from the card mailing.

How will households be informed of their eligibility determination?

All eligible students will receive an approval letter from DoHS.

  • For students who automatically qualify for Summer EBT, the letter will be mailed to the address on file for the student with DoHS.
  • For students who have applied for benefits through the​ website, the letter of approval or denial will be sent to the address on file with the WV Department of Education (WVDE).

What is the age range for Summer EBT eligibility?

  • The target age range for Summer EBT is 6-17 years old
  • Students receiving WV WORKS, SNAP or Medicaid must be 6-17 years old to receive Summer EBT
  • All students who need to apply to be eligible for Summer EBT
    • Must attend a school that participates in the National School Lunch Program (NSLP)
    • Can be younger than 6 and older than 17

​Can homeschool students receive Summer EBT?

  • Generally, no. Most students who must apply for SEBT must also attend a school that participates in the NSLP.
  • ​​It is possible that a student who has unenrolled from public school may be eligible if they were unenrolled during the preceding school year – 2023/2024. That can only be confirmed by applying on the website.
