DHHR’s Medicaid Fraud Control Unit Announces Indictments

The West Virginia Department of Health and Human Resources (DHHR), Medicaid Fraud Control Unit (MFCU) today announced the indictment of several individuals and a corporation in Berkeley County on charges of Medicaid fraud and fraudulent schemes. 

The MFCU sought and obtained indictments on the owner and several employees of Staff Medical Inc. 247, a Martinsburg-based company, which provided in-home nursing services to West Virginia Medicaid members. An investigation by the MFCU revealed that several employees of Staff Medical Inc. 247 who billed Medicaid for providing nursing services were not licensed nurses in the State of West Virginia. According to the criminal complaint, the actions of those involved caused a total of $573,639 in fraudulent claims to the Medicaid program.

An MFCU attorney obtained indictments for Judith A. Chi, 50; Adeline A. Sims, 45; Michael B. Anu, 53; and Delphine F. Mbony, 47; all of Maryland, and Grace Yudom, 63, of Washington, D.C. Each were charged with three counts of Medicaid fraud and one count of fraudulent schemes. Staff Medical Inc. 247 also was named in the indictment.  

The MFCU, through DHHR’s Office of the Inspector General, investigates and prosecutes or refers for prosecution allegations of health care fraud committed against the Medicaid program and allegations of the criminal abuse, neglect or financial exploitation of patients in Medicaid-funded facilities and the abuse and neglect of residents in board and care facilities, as well as fraud in the administration of the Medicaid program. 

The MFCU staff is nationally recognized for its expertise and contributions to anti-fraud efforts.
